I don't think Santa Tell Me gets a lot of sync opportunities on TV as well, whereas I hear One More Sleep and Underneath The Tree all the time on british daytime tv. Probably a connection there with the demographics who would turn on the radio / watch daytime TV as opposed to stream

This isn't about most played in general, it just includes radio and TV and the fact it's also top 10 there is great. Ariana isn't exactly a radio darling, so it makes sense Kelly's and Leona's songs are higher as they appeal more to this demographic. It is the fourth highest Christmas song on Spotify and the 12th highest on Apple Music right now, respectively.
