The greatest pop star is therefore just the one who is the most popular - aka the "biggest". It's really the same thing. The greatest artist, musician or entertainer is something else entirely.

And, to Billboard's point, they're related, even if not the same - one who has one of those titles will rank highly on the list for the other. If you combine Beyoncé's solo units and DC units, she's only behind Taylor, Eminem, Mariah, and Drake among 90's and later artists, not to mention having one of the biggest tours of all time and everything else. He iconography, influence, and cultural impact elevate her past the others, at least in the minds of many, when we think of "greatness." Taylor, while not named the "greatest" by Billboard, is still top two in their ranking, on top of being the biggest since at least Michael Jackson. They go hand in hand.
