I think Kesha could, her goodwill has been building and she's returning to form. 

 

Lorde working with Dev Hynes has so much power though, if she can pick the right single I think she can crack the top 40 with a moderate hit with minimal effort.

so many artists released this year that idk who all will be releasing albums next year BUT 
 

Chappell Roan will smash with her second album (if she doesn't blackball herself from the industry before or after)
