Why didnt Katy make it to the top 5 of biggest pop stars of the Century?

According to that Billboards list that's being around for weeks*

 

Gaga and rih made it.

 

Taylor and Bey most likely occupy the top 2 spots.

 

But Katy barely made it to the 20s. Is Billboard run by a OKH? Did they make a mistake? Or is Katy just in a different boat?

Gaga has ASIB and cute collab hits in the latter half of her career, she wouldn't be top 5 if it weren't for those.
