Beyonce is consistently popular but never really peaked to mania levels, closest to that would be Single Ladies. In today's times that song would be a career peak for sure.

1. Lady Gaga (Gaga was a pioneer-revolutionary artist in her 3 years peak, shifted the music trends, the fashion, tech, the videos, controversy everywhere, LGBTI, Sexuality, she was the new michael jackson-madonna. Was respected and not mocked cause she has natural talent. Cultural Phenomenon). 

2. Taylor  (Taylor peak is huge-titanic but feels more like catered to her teen-niche fanbase worldwide. Like basically the Biebers-BTS fans but female version of it. Music phenomenon mostly. Cultural too but no in the same level of gaga if we talk about peak eras)

3. Adele with 21

4. Beyonce (Big frenzy about Lemonade and Beyonce but it was mostly a Northamerican-European thing??? Here in latinoamerica her era was not that big. i dont remember people caring about it that much lol) (I am Sasha fierce feels bigger here)

5. Katy Perry (Teenage Dream was definitely real big worldwide but i think Kesha,Rihanna peaks were like overshadowed by gagas peak. Prism was big but in a smaller scale than TD)
