"Dead Petz" was her fifth album and has no lead single. So actually "Flowers" is her seventh lead single (#1).

Sadly, this album wasn't even released commercially during it's run.

It didn't chart on the Hot 100, but the lead and only single from Dolly Parton's seventh studio album Joshua was her first #1 hit on the Country Songs chart.
