Well, logistically, Mexico works different than the US, kinda like an overseas concert logistic, so it's not that crazy to have it apart from the US dates. To begin with, artists touring in the US usually travel in a tour bus, but in Mexico they move in planes, and often the stage is different than the US one.

It's her first tour in 7 years after too many flopping singles and a public image in the pits. They can still build a decent touring audience after all of that, and that's what they're doing

The past couple years Mexico has gotten the same stages as US and became part of their routing. It happened with Witness too.

 

Only Brazil, Argentina and Chile will get a lesser version of the stage.
