Puerto Rico probably has the highest chance but it's still very low.

Puerto Rico in order to crush even further any chance of independence and consolidate American dominance over the territory. Additionally it is closer to the mainland and has a very Americanized society over all.

Politically, the legislative branch is not going to approve a 51st or 52nd state anytime soon.

 

the risk of adding two/four senate seats that are both democrats is too great. Republicans would not allow it to move forward because they would struggle to ever have control.

I'm pretty sure dems can do it by getting rid of the fillibuster

Puerto Rico would be the most likely. American Samoa will never be a state.

I don't think that would end up being the case for Puerto Rico. It would likely be a purple state. It has gone back and forth from being governed by liberals and conservatives just like America. The incumbent governor is a centrist liberal, while it's incumbent non-voting member of congress (and front runner for governor in 2024) is a conservative republican.
