The CIA and FBI basically had a dick waving contest about who could solve things first so agencies didn't want to share information with one-another beacause they wanted the credit for themselves. The CIA refused to share intelligence with the FBI counter terrorism unit and therefore let the 9/11 hijackers into the country even though they were known to be Al Qaeda. The inactions of the CIA were the main reasons that 9/11 was allowed to happen. I remember being speechless when I heard about the 9/11 hijackers who were taking flying lessons in Florida the year before. They flat out told the instructors they weren't interested in learning how to land. The flying school contacted the FBI, sent the warnings up the chain, but nothing was done about it. 3 2

The journalists who interviewed Bin Laden in the late-90s said it themselves: "He didn't mention Hollywood or alcohol or Madonna; it was purely about US presence in the Middle East" (paraphrasing). Hell, he said it himself in the letters that went viral last year. Before anyone starts quoting me: no, I'm not defending Bin Laden. He's a far-right Islamic fundamentalist. But he did not attack American because he wanted you to take off your shoes at the airport. 2

They're basically relying on someone else's army instead of having their own.
