It was during an Atlantic Council event in 2017 that Deputy Attorney General Kenneth Blanco, alongside Brazilian prosecutor Rodrigo Janot, announced US collaboration in the anti-corruption investigation.

During the previous year, and perhaps more importantly, the Atlantic Council was one of the largest platforms for capitalizing on the chaos and promoting foreign investment in Brazil — which coincidentally also helped the think tank 's donors . In 2016-2017, the Atlantic Council received $350,000 in contributions from Chevron, ExxonMobil, Shell, and BP combined.

In 2010, the Lula government announced that Petrobras would be the main operator of the pre-salt layer off the coast of Brazil, requiring Petrobras to have at least a 30% stake in the exploration. Foreign oil companies were not happy with what they saw as protectionist policies.

A document published by WikiLeaks revealed that the American consulate in Rio de Janeiro had sent a telegram to Washington titled "Can the oil industry defeat the pre-salt law?"

Oddone continues: "Petrobras' debt has skyrocketed. As a result, Petrobras has been forced to cut investments and reduce production forecasts… This represents a huge challenge for Petrobras and the entire industry, but it also presents great opportunities for companies that can fill the void left by the contraction of the state-owned oil company and other traditional companies."

Oddone, author of the same Atlantic Council report, was appointed director general of the National Petroleum Agency in December 2016. In that role, he oversaw private and foreign investment auctions, the first of which took place in late 2017.

We really need to discuss lawfare more often. It's become the right's modus operandi not only in Latin America, but Spain and Portugal as well.

You want your country's resources to *gasp* be used to help the population? Nothing a well-timed "corruption scandal" won't fix.
