Well, yeah. The focus of the song is on Charli's own struggles and anxiety about stardom. It's not ABOUT Taylor, just cause she's included in the narrative of the song. Reading comprehension + art analysis is dead if people really thought SIAK was a "diss".

What she's saying here is that she didn't diss Taylor and that the song is about her own insecurities, which is obviously correct. Taylor Swift is still referenced all over the song.
