I doubt the GOP-controlled House would pass because it affects them first. Overall, this needs to be done. Either by him, or hopefully Kamala. We need to end what is becoming the possibility of a lifetime of conservative political rule in the US. Neither party should feel comfortable in pushing policies that are divisive to the entire country, which forces both parties to work together if they wish to have any long term impact. Such courage! Saying this as someone who is very negative on Biden, this is not uncommon. Most presidents regardless of party (but especially Democrats) tend to save their big pushes for things for when they don't have to get elected again. That's why second terms are usually quite sought after. Some presidents do come in hot and go wild on their first 100 days but you rarely see them going for hail mary type plays (which this is, it only passes on a hope and some luck) in their second terms or at the end of their first term if they're not running again.

On the contrary, I think these are measures will energize both the Dem base as well as disaffected moderates and independents - it's a blueprint for how it can be done if everyone votes Blue right down the ballot. Smart.

In my opinion, this is the kind of radical change you make in your second term because you're not worried about re-election. The fact that this is coming in so late into his term shows that he really didn't have the foresight into the time the American people wanted him to be president. I mean, I'm glad we're going for it, but yeah... you're right. He had 3.5 years to get this done.
