Possibly, yes (dependents are often more than just biological children), but he's framed it as the inverse: instead of tax credits to reduce the tax burden on parents, he is proposing additional punitive taxes on childless adults that will only go away if you have children. The difference between Vance versus Trump along with the GOP is they're masterminds in double talk and being charismatic. Vance doesn't have any of that. He lacks personality, he's not funny, just nothing. And everything Vance says is what the GOP wants. The thing is he doesn't have the character that Trump has. This is an absolute disaster for Trump. Vance is dead weight. He can't remove him because he's officially on the ballot and that'll make him look weak.
