It's a PR stunt but it's still going to help a ton of people. PR stunts can actually be good in the long run.

 

One thing you can't knock her for with this tour is that she has seemingly used its immense success to help a lot of people, from the workers on the tour to the communities in which the tour is stopping. 

 

Is she doing this in other places too? South American cities would really benefit from this kind of help as well.
