Probably. I mean, IDK if they've hung out before but he did an interview last month stanning the new album and casually mentioned that they text sometimes. Plus he's friends with Phoebe Waller Bridge, who has been friends with Taylor for years. Plus he was in the movie Lena Dunham directed (that Joe was also in). So he's very much part of this social circle.
