If you don't want to see Biden hemorrhaging support from people, maybe put pressure on him to have compassion and some human decency. Not defending the law. Just saying it's not Biden's fault. A president cannot unilaterally amend or repeal laws.

The simplest explanation: To manage the complex dynamics of Middle Eastern diplomacy. -- The more detailed answer: The laws were passed in the 90s to prevent international bodies from acting unilaterally to declare a Palestinian state. The thinking goes, any steps towards Palestinian statehood should come through direct negotiations between Israel and the Palestinians. By enacting the laws, the U.S. hoped to discourage moves which it believed would undermine peace negotiations. They don't want too many cooks in the kitchen when peace talks have already involved various parties over the years including: Israel, Palestinians, Egypt, Jordan, Norway, the EU, the US, and Russia. 1

Back in 2011, UNESCO recognized a Palestinian state. The Obama administration using the 1990 law mentioned above, pulled all US funding. That was approximately a quarter of their total budget. The effects were devastating. The US currently funds approximately 22% of the regular UN budget and nearly 30% of the UN peacekeeping budget. The effects the loss of US funds would be catastrophic. The next two highest contributors are China (18%) and Japan (9%). it isn't a bluff, there would be heavy bipartisan support for the Biden administration to pull UN funding if the UN recognized a palestinian state. This a is not a bluff. 1
