Madonna is certified for 65.5m albums, and since her career started before Luminate/Soundscan, it's probably best to rely on that figure. For singles, a combination of certifications and reported sales puts her somewhere in the range of 45m singles sales, which breaks down to something like 10m album units (due to the large portion of her singles sales that were physical singles, which count for more of an album due to their higher price). With streaming and extraneous sales accounted for, we can conclude that Madonna sits at roughly 80m album equivalent units in total career consumption in the US. I believe that Mariah is higher than Madonna, as she's certified for 75m album units alone, but I haven't done the breakdown on her exact figures. She likely hasn't hit 100m album equivalent units in the US, but she's the certainly next closest. I think it's virtually guaranteed that this makes Taylor the most-consumed woman in US music history. 1
