It bans the usage of any other definition of antisemitism besides the IHRA definition for how the Department of Education and others would investigate violation of federal law like Title VI of the Civil Rights Act by schools:

For purposes of this Act, the term "definition of antisemitism"—

(1) means the definition of antisemitism adopted on May 26, 2016, by the IHRA, of which the United States is a member, which definition has been adopted by the Department of State; and

(2) includes the "[c]ontemporary examples of antisemitism" identified in the IHRA definition.

SEC. 5. RULE OF CONSTRUCTION FOR TITLE VI OF THE CIVIL RIGHTS ACT OF 1964.

In reviewing, investigating, or deciding whether there has been a violation of title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d et seq.) on the basis of race, color, or national origin, based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics, the Department of Education shall take into consideration the definition of antisemitism as part of the Department's assessment of whether the practice was motivated by antisemitic intent.

The problem being the IHRA includes the following in its definition of antisemitism:

Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavor

Drawing comparisons of contemporary Israeli policy to that of the Nazis.

The below also becomes problematic:

Using the symbols and images associated with classic antisemitism (e.g., claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis.

When there are high-ranking Israeli politicians up-to Netanyahu and across the entire political spectrum claiming it is "a form of blood libel" to suggest that Israel is at fault for the 34,000 Palestinians who have died due to Israeli forces and their bombing campaign because "Hamas started this all, only THEY are responsible".

 

In theory, a college professor who teaches the concept that Israel is considered an apartheid state or a settler-colonial state would be in violation of the Civil Rights Act of 1964, which is as much the clear and self-expressed intention of the Republican and conservative Democratic lawmakers who introduced the bill into Congress.

It's one thing to avoid stereotypes, but this appears to prevent inclusion of any material showcasing the genocide in Gaza by shoehorning the stereotype.

The United States loves to lecture the world about things like freedom of speech and free trade.

But these are just phrases they use to justify military actions and trade sanctions. They don't really care about freedom of speech.

 

Edit: and if they care so much about antisemitsm - why ban TikTok and let an antisemite from apartheid-era South Africa run Twitter?

Why aren't those concerned politicians complaining about Musk instead of trying to suppress student protesters?

I'm glad that people are waking up about the true nature of politicians. I mean dictators are still much worse, but there are no good guys in politics.
