Unironically, US citizens in Germany only needed to play Fortnight 29 times in order to reach 11,5 million streams (400k US citizens in GER).

Remember that it's not JUST 11.5 million streams. 
1) German Chart Rules only allow premium streams so all free tier streams don't count

2) Only the most streamed 12 tracks count, with the first being weighted to 70%. 
 

So for a long 31 track album, Taylor is at a significant disadvantage as almost 20 of her tracks contribute nothing to charted streams but compete with those 12 for attention. 
 

For example on Spotify Germany TTPD got 9.5 million in its first day. But with the second rule only 5.69 million (about 60%) count. Assuming all are paid (a big assumption).
