Wild method of implementation though. I wonder how a banning method like this would hypothetically hold up in the US constitutionally. Typically, age discrimination is perfectly constitutional as age is not a suspect class. But this type of age discrimination is a bit different than typical age discrimination as instead of banning below a certain age… it bans completely after a certain birth year. It's a good idea in theory as absolutely smoking is bad for one's health (I've never been a smoker) but it's also someone's prerogative to do so in my view.
