I mean to an extent, yeah? Close Friends is not some sort of exclusive feature for verified accounts. 
 

On a normie account you'd have to manually select each person to add them on your list and there isn't an option for it to be automatic as soon as you follow them, which is why I was wondering if this is some unique feature for celebs or if it was through some bot program running through her account.

They probably contact them directly.

 

It's impossible to add million of followers to close friends in a second, or archive thousands of posts that fast.

Sometimes artists edit scenes of their Youtube videos after they were uploaded, which is also not quite possible.

Yea I know she probably has the functionality to add all at once, or someone on her team does
