It's an extension of the main chart, so like the Bubbling Under Hot 100 of New Zealand. 3

Songs can chart on both charts concurrently (though the main one is still the RMNZ charT); it effectively represents the songs showing the greatest growth on a weekly basis and also includes airplay in calculation. That shows more improvements than actual sales, if that makes sense (not that you can't extrapolate sales using the Hot Singles Chart, but it's much trickier).
