Let me put my tinfoil hat. Surely she pulled out her phone, went straight to Twitter, searched her name, had the time to find and read tweets about her and Celine instantly, then decided to run back to her and hug her and take a picture, all in the span of 2 minutes after winning the biggest award of the night. That's the only explanation!

I think you're both almost right, but it would've been someone from her PR team assessing the fallout instead of Taylor herself, and they would've advised her to get a pic with Celine ASAP (they might not have told her why specifically, but would've made it seem urgent). It honestly looks like they chased Celine and cornered her as she was heading off backstage, and Taylor just threw her arms around Celine while someone shoved a camera in her face to get the shot.
