Kylie got nominated each year from 2003 to 2006, for Love at First Sight, Come Into My World, Slow, and I Believe In You respectively, and won for Come Into My World. She had no eligible song for the 2007 and 2008 ceremonies, but at the 2009 ceremony X got nominated for the Best Dance/Electronic Album. She again did not release any eligible songs for the 2010 ceremony, but got neither song nor album nominations for Aphrodite in 2011 (I think Goldfrapp cannibalised her shots at getting both), and after that remained largely ignored by the Grammys till this year. Can't Get You Out of My Head shockingly got zero nominations; my guess is that while it was eligible for the 2002 ceremony, it did not seep into the consciousness of the mostly American Grammy voters enough by the time the deadlines for nominations closed. Otherwise it would've easily gotten a nomination for Best Dance/Electronic Recording and maybe the one for Best Short Form Music Video too.

I think it has to do with them changing the eligibility criterias for the Dance category

I know some Kylie fans refer to the CIMW win as a makeup award for the Head snub. 1

At the 2011 ceremony, Rihanna won the award for Only Girl, whilst other nominees included Lady Gaga, Robyn, La Roux, and the aforementioned Goldfrapp, so it makes sense to think Kylie could've also gotten in.
