Every country has a different story so its political system depends on the different Historical compromises between the parts at the time the constitution was written. In some countries like Italy the president of the republic doesn't have political powers (so It's like the king in every modern european monarchy) and people vote for the parliament and the the parliament elects the president. In France people vote for the president and the the president elects the prime minister. Anyways every european country basically has this double figure (a president- king and a prime minister), what can changes is parte of their powers.
