I think the point is to give you the option to only meet people that have that plan, aka only people that can afford the same things as you and to avoid people that can't afford much

 

there's already dating apps only for millionaires or billionaires so tinder doesn't want to be excluded from that demographic

Pay to skip matching?  Isn't that the whole point of the app? At that point just go to the person's Instagram and DM them there for the same result
