2) isn’t the purpose of that law so that authorities can identify the owners and operators of the vehicle.  I think authorities will have no problem identifying Taylor Swift as the person responsible for the vehicles.

I'm assuming you missed what happened last week when Argentina's biggest news outlets all sent cars and helicopters to tail her motorcade on live TV all the way to the hotel she was staying at. I get why she did it.
