It's a BASE for research and scientific endeavors, just like we build laboratories and research institutes all over the earth. The "houses" are literally just living quarters within the base, like you have small shared living spaces in a university dorm or on the research habitat in Antarctica. This has been in the works for 50 years, it's been one of NASA's main goals and it's amazing they are finally getting to the point that this is feasible. 3 1
