Well BA is the second single, it was released after a lot of backlash about Katy AND had some backlash on its own for featuring Migos, its theme, its artwork... Plus with it not being that great of a song, the sales are understandable. TC was released on Coachella where Gaga had a HUGE attendance, it was her first single coming off of the Superbowl and it was well received. A fair comparison would be with Rise.

Rise's first week promo was insane, ask anyone and they'd admit to that. A fair comparison is really Swish Swish. Well perceived song, was performed at SNL, has Nicki as a feature. I'm sure those add up next to TC's hype, and more. Rise is way too old, CTTR is maybe best.
