The answer is Gaga.  Taylor is in the running but considering she is the biggest MPG of the 21st century, the fact that she is not clearly number 1 says how more reserved the conversation is in comparison.

 

Beyonce probably is also in the running but she took a big break from 2016-2022.

Yes it's Gaga not Taylor. Even during the 1989 era she was mostly discussed for the one million album sold in the opening week and seldom for being local to America. 

 

Britney would come close second but she lost relevance.

I would say Britney was the biggest during ATRL's inception. 

 

Lady GaGa was the biggest when I joined in 2011.

 

And now it's Taylor Swift.
