Kreayshawn was given 1 million dollars to spend how she pleased and she admitted that she spent it on drugs. She talked about renting out a studio for 50K a week but no songs would be produced since she was high. The way advances work is that label gives the artist that money and they are free to spend it however they want. They are just supposed to eventually give the label an album to release. The advance goes to paying for her lifestyle and team and not just the album production proper. For most artists, the advances is what they live off since they never make enough money for the label to start actually receiving royalties. If they don't pay off the advance, they don't owe any money outside their foregone royalties from their music paid for by the advance. A $1 million is a relatively high advance for a new artist but it was likely was because there was a bit of a bidding war since her song was viral.

Ok this makes more sense.

This is typically how recording contracts work tbh, the label will pay you x amount of money to make the record and then you need to pay it back. The figure can be as low as 5-6 figures for smaller artists, or sky high in the 8 figures for the largest artists. I think Gaga got like $25M for artpop.

It was confirmed when Gaga's contracts leaked a few years ago, the falsehood spread by tabloids was that Interscope made a $25M loss on the ARTPOP project, which isn't the case, that figure is the total budget.
