well, no! if it’s solely based on coinciding debut album week sales & streams: sure. but billie is a literal enigma, we haven’t seen an act like her in years. that debut era alone solidified her as the representative gen z artist. being apart of gen z myself, i remember the exact time she came out with bury a friend and all of a sudden i saw wwfa t-shirts all around people in my school hallways, people posting about the album, their favorite billie songs. billie didn’t just blow up cause of bad guy, she became an icon. olivia is undoubtedly huge in her own right as well and sour alone proved that, guts will too, but billie is by far the bigger artist, in my opinion. love both girls down so do not take anything i say as shade btw!!

I feel like Olivia hasn't put in enough work to surpass Billie. I understand the comparison due to similarity in age and style, but at this point Billie has made far more impact and developed a stronger legacy. This could change in time but as it stands Billie is superior.

I feel if you ask people aged 25-45 on the street who Olivia Rodrigo is 5/10 would go "who" and 9/10 would know Billie. Cultural impact > Numbers.
