Britney. Gaga and Taylor are iconic as songwriters and musicians...britney was a big cultural icon but it's more remembered for that than for her discography.

Culturally all 3 summoned an army of copycats out of nowhere, but Britney's copycats lasted the longest so her I guess.

Commercially, it's definitely Taylor. She's moving more units than the other two ever could and is having the biggest tour in history. 

 

Culturally, I'd give it to Gaga. The end of monoculture inevitably prevents Taylor from having the same reach (though she pretty much maxed out what can be reached in the current era), and I didn't really experience Britney's peak so I might not really fathom the heights it went to.

Britney's peak is a level of fame that had not been reached before and will never be reached again. It's not even debatable on a cultural level.

 

For commercial success it has to be Taylor just given the back to back to back to back smashes with every album, the tour, and now the movie.
