I think it’s mandatory for people with twitter blue (the paid subscription) or if someone is sending a dm to someone they don’t follow but i’m not sure yet. Users have proven they can't be trusted to be civil. You can always delete your account if you don't want to do it. This already came to LinkedIn I believe.
