It's not about semantics, queerbaiting is a marketing technique. It's factually not something that can be done by real people, no matter how hard people try and change it's meaning.

I actually really enjoy Noah and genuinely think he's nice/relatable but I do think this is queerbaiting a bit. He claims he didn't think anything when he posted that video of him in Bahamas, ok fine, but someone cannot be this clueless to post this without knowing you're pandering. If he is bi or gay or something, good for him and he should feel comfortable to come out whenever he is ready. However, posting stuff like this and then saying he's not is kinda sus
