Blue is different from folklore. It's much darker.

I see more Beach House and even Joanna Newsom in Folklore than Joni tbh... though Seven has a LITTLE bit of Joni in it

 

Mirrorball is PURE Beach House, and I can see hints of Joanna in Cardigan, Exile, and The Lakes

I hear some Joni in Red and Evermore I'd say... not in any of the pop tracks on Red, more in like Sad Beautiful Tragic and The Lucky One

I think she's an influence to Taylor in general, sure, but I don't think she was trying to go for "Blue" with folklore.  

 

I will say that 'peace' is one song that does sound very Joni Mitchell esque in the cadence and delivery.

Joni Mitchell irrefutably influenced Taylor, and any other singer/songwriter to ever exist. She is quite honestly the golden standard, right alongside Bob Dylan.
