Unfortunately, many states don’t offer this (growing up in Indiana, my family always had to pay for my school meals).

State and local governments>>>Congress. 
 

I cannot say enough how much more important it is to have more power at the local level. Republicans did so much damage specifically because of the 2010 midterms and the damage was done at the state level (Wisconsin is still trying to crawl out of that mess, and Michigan just did)

This is why universal policies are always better than means-testing. If everyone has to eat the food and will be offered the food, there'll be more effort and care than when we often see school lunches be eaten by poorer students while wealthier students bring food from home or elsewhere.

This is what happens when Dems run a state.

My small hometown in a red state uses its extra money to pay for free lunch and breakfast for every student. They even did so during the pandemic. So it is possible for schools to do this, it is just that most of them do not even bother.

Wait a minute. 

1) I assume you've never seen what prisons have worked to define as "food" to get away with giving prisoners largely inedible substances and;

2) Prisoners largely are only given meals to deny them the ability to starve themselves out of protest and because they do unpaid de-facto servitude for the government.

 

America has more than enough money to make sure no child or adult, whether in jail or out, is fed and housed.
