The only difference between Billboard and RIAA units is that, unlike Billboard, RIAA only checks official streams.

However, from May 2013 to February 2016, the conversion was 100 streams = 1 song unit, so streams from that time period are given a higher weight. The question that (I believe) is unanswered though is whether all streams originating from that time period are 100 streams = 1 unit or if only streams included in certifications given during that time period are given that better weight. Either way, Poker Face was indeed certified from 5x Platinum to 9x Platinum in 2015, so I would think it should get some benefit from that higher conversion for streams from that time period and I would say 14X Platinum (which I arrived at using the 150 streams = 1 song unit conversion for all oof its 1B US streams) is on the lower end of where it could be now due to that. Unfortunately, we have no way of knowing how many streams it got from that time period and so it's not really possible to really nail down how many units it moved, but we do know it only had 322M US streams as of February 2019, so I have to wonder if the number of streams it got from 2013-2016 (when she was at her lowest point commercially) was even significant enough to get it closer to 15X Platinum. 1

After the weight change from 100 streams to 150 streams, songs are recalculated based on the new method when updated by the RIAA. 1

Do you have receipts for this? I can't find it, but I remember reading someone saying years ago they wouldn't recalculate it. Who knows though honestly.

Do you really think they would look at the streams each song and each album got when the conversion was 100:1 to add up with the streams they got after the weight recalibration? It's pure logic.

I could understand if a song never got certified under the original conversion, but Poker Face did — recalibrating its streams from during that time frame would basically "undo" some of that certification it got from then. Either way, we can pretty confidently state its eligible for 14X Platinum.

When it comes to Billboard numbers, it's more accurate to pull off at least 1M units from huge smash hits to approximate the most accurate number recognized by the RIAA. It's going to get there anyway due to its current great streams though.
