it's probably not Kylie. the PADAMIC is recent, she IS a Legend but even so they wouldn't think about keeping her as a secret.. her song would've been released by now. We have to think that it's a singer choice that made even Billie not being a surprise artist. 

So the most likely option is Taylor Swift honestly (currently the biggest artist in the world)

But Ariana and Britney are options too (HUGE artists that hasn't released for a long time so the secrets make sense)
