When it comes to charts and numbers, Kesha for sure. 
but I’m voting for Avril because imo, even though she doesn’t have as many #1s as Kesha, the songs didn’t need to go #1 to still be widely known.

If we're strictly talking about chart stats, the answer is Kesha, but Avril's career staples are more remembered and known, especially outside of North America. Kesha was a bit local outside of Tik Tok and Pitbull's Timber.

The venues Avril has been playing on her latest tours are not substantially different capacity-wise from the venues Kesha has been playing on her latest tours for the most part and the venues Kesha is playing now are also not substantially different from the venues she played a decade ago .
