It's not an excuse. Many hit singles in the 90s didn't chart high because they weren't released as physical singles on purpose to push album sales. The Hot 100 formula back then used physical sales as the majority of the calculation. "Tearin' Up My Heart" was a much bigger hit than most of *NSYNC's top 10 hits.
