Cher had a comeback with Heart of Stone and the USA left her until Believe was released. She had plenty of hits in Europe between 1989 and 1998 as well. 1

The boybands that came out after One Direction never caught any traction (Why Don't We, PRETTYMUCH) and Disney wasn't able to shovel out new popstars in the mid to late 2010s like they were able to do with Miley, Demi and Selena (or even Hilary). Hell, Dove Cameron and Sabrina Carpenter didn't chart until they left Hollywood Records and were signed to other labels. We're in a teen pop/teen act drought that we haven't really seen since the 20th century, likely when Tina had her comeback. I listed Olivia as one of the exceptions, and your reasoning would definitely be a part of that. She just turned 20 however so her and Billie are out of the teen phase now.

Also, their comebacks were largely due to just one of their albums, whereas Tina had a decade. Aretha also came back in the 80s with HITS: Freeway Of Love I Knew You Were Waiting (For Me) Sisters Are Doing It For Themselves Who’s Zooming Who Jump To It But Aretha never had the 80s album sales like Tina did. 1
