ChatGPT banned in Italy over privacy concerns

Italy has become the first Western country to block advanced chatbot ChatGPT.

The Italian data-protection authority said there were privacy concerns relating to the model, which was created by US start-up OpenAI and is backed by Microsoft. The regulator said it would ban and investigate OpenAI "with immediate effect".

The Italian watchdog said that not only would it block OpenAI's chatbot but it would also investigate whether it complied with General Data Protection Regulation. GDPR governs the way in which we can use, process and store personal data.

The watchdog said on 20 March that the app had experienced a data breach involving user conversations and payment information.

It said there was no legal basis to justify "the mass collection and storage of personal data for the purpose of 'training' the algorithms underlying the operation of the platform". It also said that since there was no way to verify the age of users, the app "exposes minors to absolutely unsuitable answers compared to their degree of development and awareness".

The Italian data-protection authority said OpenAI had 20 days to say how it would address the watchdog's concerns, under penalty of a fine of €20 million ($21.7m) or up to 4% of annual revenues.

They better not ban it in Spain or I'll be inciting a revolt.

Good.

There are significant privacy concerns surrounding ChatGPT and its collection of data as mentioned in the article. AI needs to be regulated.

Copyright infringement is another issue which chatGPT (and AI in general) haven't completely figured out.

Companies making money from human-contributed free data, while developer's effort is reduced to copy-pasta, and you know that all these AI hype is corporate manufactured.

I think we’re about to see a lot more countries follow up.

The whole AI thing makes me uncomfortable like it’s going way too fast and it’s going to cause a massive amount of disruption if it’s not regulated under people’s term.

I'm happy to see that Italy's reason for banning ChatGPT seem to be based on concerns grounded in reality. The paranoia about AI surpassing human intelligence and growing to wanting to enslave mankind have been driving me insane.

This is the only good thing the Italian government has done right all year.

I fear what havoc this stuff is going to wreak on the legal system. Deep fakes alone scare the hell out of me.

Are people in this thread conscious people in 100 years are going to laugh about their concerns about AI just like we laugh now about the people that had concerns about cars, the right to vote for women and the internet?

The only reason the italian government bans this is because they are afraid of change, just like all right-wing parties.

This is such a naïve take on innovation. It's possible to care about innovation while also being wary of possible ramifications of it. There are innumerable reasons to be concerned about AI—not that it will become self-aware and plot to enslave humanity. But, there are very cogent concerns regarding the codifying of bias, empowerment of mass disinformation campaigns, and the carbon waste associated with training LLMs like ChatGPT are all very real concerns to be had.
