His fans probably buy a copy of his song on the iTunes store for a $1.29, but never actually listen to it.

It really is. iTunes is almost inconsequential to the charts now besides the very biggest sellers a couple times a year, and even those are usually from other retailers like artists' websites.

It's just that in the 2020s post-UGC era, sales have been used more as a form chart manipulation from BTS to Nicki Minaj to Taylor Swift and now MAGA/Tom McDonald/Trump.
