It's come close before. These canals that are dried up are not the main canals, these are all secondary canals. The main, wider canals are still as we know and love them. The reason they've dried up is due to low tides and poor management of the canals themselves on the part of the local government. Italy is in a dry spell, and it's been long known that this was possible as a result of a drought and they've come close before. The canals can and will eventually be refilled either via irrigation/redirecting some of the flow of the main canals or when rainfaill finally returns to the region. As noted above, these are shallow, thin, secondary canals. Not all of the canals in Venice are dried up and this has just as much to do with poor management of the canals as it does with the impending drought. That's not to say that climate change is causing the drought because it is and this wouldn't have happened without that, but this isn't the sign of apocalypse that the media's running with it as and it can and will be corrected soon.
