Israel is an apartheid state, they have been called out for this by multiple organisations including amnesty international. International economic sanctions helped defeat apartheid in South Africa so yes it could very well help force Israel to change. The only reason why countries like the US and the UK refuse to do this or even admit what is happening is because it benefits them to have an ally in the middle east.
