I don't agree with this because I feel like if we looked up top 10 best-selling women of like the 60's we probably wouldn't agree that every woman there is legendary. Plus the Top 10 is going to fluctuate a lot imo.

Considering her massive tour boost coming up plus any new releases, it's not unreasonable to expect her to maintain that for the rest of the year (which in and of itself is 20M). Her albums each still do decent pure figures, not even mentioning that there is probably at least one re-release coming this year. If anything 23M is pretty conservative. She's already gained over 2M this year so far without doing anything but release a flop music video.

I agree with the part that older acts here are underestimated because their pure sales have not been updated, but I don't think most of them have moved crazy numbers in the last years, unless some reissues have been released. It can't be more than 5M more I'd say.
