Because she was the face of early 2010s pop music and is the short lived queen of radio fodder music but failed to keep up with the times. All her big hits during her short reign nearly 10 years ago are still streamed by the audience because they were massive at one point! But hey, she said it herself, she's 'fabulous for a throwback'! It only makes sense that these huge hits still get good consistent streams. No one really calls her "over' as you state in the OP because of the performance of her older songs, rather they do because of her more recent songs.
