I usually like every other album she releases (With the exception of Electra, we love her, but I'd rather listen to FROOT or TFJ at this point) so I'm expecting to hate this album, a la Love + Fear.

Yeah it came out at a very pivotal time in my life where alot of the songs lyrically were autobiographical so I have a bias towards it but it's in no way a "bad album"

I mean i use the term "best" very subjectively. Obviously EH is a masterpiece. Froot would be perfect if it wasn't for a few clunkers. L+F is just her most cohesive, pleasing to my ear, little-to-no cringe album.
