"Harbor" is meant to give the idea that all of al-Qaeda were being kept up in luxurious palaces with 24/7 security. 1) No government can essentially track the location of what is a rogue militia where anyone can be a member or claim to be a member and 2) Afghanistan asking for evidence of Bin Laden's participation in 9/11 before extraditing him was not justification for the US to illegally invade and bomb the country, especially when the US itself has a history of refusing to extradite right-wing figures who flee their for safe haven. Let alone the 9/11 justification is silly for a BRITISH person to make, because 9/11 was an terrorist attack by al-Qaeda on America, with al-Qaeda only in Afghanistan because they were extremists gathered to the region decades before on support of the British government to fight the Soviet Union in the Afghan-Soviet war.
